Removing Barriers to Service

Automatic Renewals and Fine-Free at the Morton Grove Public Library

MGPL has joined the Cooperative Computer Services (CCS) group, which has a shared online catalog with access to the holdings of 25 libraries in the northern Illinois area.

Joining CCS makes seeing and accessing material from these area libraries easier. It also gives us the opportunity to review many of the policies and procedures related to checking out library material, and look for ways to minimize barriers to using the Library. As a result, we are implementing two new policies that we hope will make accessing library material easier.

Automatic Renewals

The new catalog system will automatically renew, up to 2 times, any physical items that are eligible for renewal and that are not reserved for another patron. 
Here's how it works:
  • 3 days before your items are due, you will receive an email confirming your items were RENEWED or NOT RENEWED.
  • From the date the items are due, eligible items are renewed for the full loan period. 
  • Some items are not eligible for renewal such as items that have reached their renewal limit, items that are on reserve for another patron, and downloadable/streaming content (please see the Loan, Fine and Service policy for a complete list of items not eligible for renewal). 


No Fines for Morton Grove residents

Research has shown that overdue fines are not effective in encouraging the return of library material. Instead, they can quickly become a barrier to using the library altogether. Currently, overdue fines makes up less than 1% of the total Library budget, which, with the implementation of automatic renewals, was predicted to decrease. The Library understands that our patrons have busy lives and can't always make it into the Library in a timely manner.

After careful consideration of these factors, the Morton Grove Public Library Board of Trustees approved a motion to eliminate fines for overdue material for Morton Grove Public Library cardholders, effective January 16, 2019.  
Here's how it works:
  • Every item checked out still has a due date. Cardholders are responsible for honoring the due date if or when an item is not eligible for automatic renewal.
  • If an item is two weeks overdue, your library cardholder account will be blocked. Once that happens, you will not be able to check out any more items or access streaming or digital content until the overdue item is returned.
  • Once the item is returned, the block is removed from your account and you will once again be able to check out library material and access streaming and digital content.
  • The No-Fines policy applies only to Morton Grove Public Library cardholders for items checked out at the Morton Grove Public Library. 
  • The No-Fines policy applies only to overdue items. Fees assessed due to damaged or lost material will still be charged to library cardholder accounts (see the Lost/Damaged Materials policy for more information).
  • Fines will still be assessed for overdue equipment, such as laptops, WiFi hotspots, and tablets. 

With the elimination of overdue fines, the Morton Grove Public Library has chosen to focus on making the time our users spend in the Library as positive and productive as possible. We will continue to provide the materials, services, and programs that our community expects, wants, and needs.
